Thank you for this in depth view of possibilities. This is one of the best urban plans I have seen for our future Buffalo. Personally, I am from the “keep the Skyway team”. Reading your futuristic outlook and forecast opened my eyes to what our city could be.
Some great ideas here. But WNY is bigger and richer than just what we have in Buffalo. Niagara Falls has a bridge that's not being used and could be repurposed for the benefit of both cities on each side of the River. Imagine a SkyPark, like the High Line over the Niagara River and rapids. Totally agree on concept of Michigan Central Bridge in Niagra Falls! We’ve actually raised the issue in another context with state and local officials. We even wanted to keep the Robert Moses bridge over it (while taking out the rest of the Parkway, of course) as a kind of giant platform from which you could see the Falls, and which would shelter a public market beneath!
NFTA trains should access the remaining skyway for those who cannot walk or bicycle to the Outer Harbor from the City. This should be the only public transit to the Outer Harbor from the City, except by auto via Tifft and Fuhrmann Blvd. This plan will enhance the Outer Harbor Park, City living, and put traffic onto I 190 from NY 5 to the South. Access to the City will be mostly Elm-Oak Arterial or Church St. for personal transit workers from the southern suburbs.

Easily done by connecting to LRRT at Main and W.Seneca; then up the ramp at Pearl. This would truly make the Outer Harbor accessible to our public.
Save all of it and walk/bike all the way to Niagara Square. Keep the elevator for Canalside.
